After Germany's attempts in the early 1990s to stem the tide of migrants crossing from the east in search of a better life, other European Community countries tried to do the same.  But for genuine political refugees the changes proved disastrous.  They were bounced from country to country in search of a safe haven.  Is Europe slamming the door on asylum seekers?
